A kennel operator in Centre County is facing animal cruelty charges after authorities say they found seven dogs with severe neck wounds from embedded electric bark collars. Steve Swarey was charged with seven counts of cruelty to animals after a humane society officer responded to a report of possible mistreatment at Swarey’s kennels, where they found the injured German Shepherd-type dogs along with six uninjured four-week-old puppies. Swarey surrendered all the dogs, and the investigation is ongoing.
